Scaling national peacebuilding capacity through a country-led model


Mission

The Mission of the proposed International Fund for Peace is to enhance the resilience of societies to find peaceful ways of resolving differences, thus tilting the odds towards peace.
This new entity will plan to enable a majority of the world’s countries within a generation to have the internal ability to manage their own peacebuilding effectively, preventing differences from growing into violent conflicts. By the end of two generations most countries in the world will have these capabilities. The overall governance aim is to make it a normal function of governments and society at large to actively and successfully work to foster peace thus lowering the risks of violence with positive economic and societal consequences nationally and internationally.

WHY A NEW PEACE STRATEGY?

Whether rich or poor, democratic or autocratic, peace is eroding and it is too concentrated in external actors at the cost of neglecting opportunities to build local capabilities. The new International Fund for Peace will concentrate on holistically building national human and institutional capacities for peace. It will offer technical and, as needed, financial support. 
As needs are growing and financing shrinking, it is time to approach building peace as a key part of governance and to do so boldly, building on local strengths. 
The field of peacebuilding has now professionalized to the point where more systemic strategies are now possible. Small efforts have yielded good results. Now it is time to scale up peace efforts for larger impacts. Countries with capacities for peace will have fewer conflicts and be more effective partners with the UN and other political organizations if violence does break out.
